I thought that Buenos Aires was a federal district and thus policed by the Argentine Federal Police?

He Meant by Buenos Aires Provincial Police not the federal district controlled by the PFA

This is the schedule after which the change from old to new ranks are taking place. It means a return to the old system with a corps of command (formerly officers) and an executive corps (formerly nco), that was replaced by a unified personnel structure in 2004.

The rank insignia of
Mayor looks very much like
Suboficial Mayor in the Gendarmeria, and
Ayudante Principal in the Prefectura Naval.
