Although his rank before the coup was that of captain and he wore 3 horizontal bar as is french practice, 3 stars on a vertical line would appear consistent with soviet insignias

the same was worn by Blaise Compaoré before and briefly after his coup which again is consistent with his rank of captain

However, after checking some documentaries online, what little can be seen of personnel outside his inner circle appear consistent with current ones (and french style insignias) so the soviet style ones might have been limited to political personnel.
