... that several African countries are failed states with no real central government, and in which former provinces are virtually independent nations. Which of those quasi-independent nations have armies with uniforms that bear rank insignia?

Well the South African Bantustans had their own armies and police forces so I suppose that counts.

This website already has the armies of Bophuthatswana and Transkei, so when will it have entries for Ciskei and Venda? Also, did Transkei have a naval force?
