There were two different systems of enlisted rate insignia used by the Japanese Navy during World War II. The first system used round badges on the upper right sleeve. The badge for non-rated seamen showed a single branch insignia for the lowest rank, a double branch insignia for the next rank, and the double insignia with a cherry blossom above for the senior rank. Petty officers badges followed the same format but the insignia were surrounded by a wreath. The Construction & Repair branch's device was a closed pair of dividers, that of the supply/clerical branch a writing brush, and the Hospital Branch a side view of a pair of forceps.

The second system of insignia used yellow anchors for all branches, with bars above for each rank, and a colored cherry blossom to denote branch, again with a wreath for petty officers.

The Japanese Navy did not differentiate the various ratings as specifically as did the US Navy. Thus a Seaman Branch Petty Officer might correspond to a USN boatswain's mate, quartermaster, or gunner's mate. Aviation Branch personnel were those whose duties involved flying, Aviation Maintenance personnel supported flight operations. Construction and Repair personnel were akin to USN carpenters' mates and shipfitters. Supply and Clerical Branch corresponded to storekeepers and yeomen.

Petty officers wore officer-style uniforms: blue or white single-breasted tunics with standing collar and five gold buttons, and a visored cap. Seamen wore the standard sailor rig. All ranks also wore as working uniform a white cotton jumper and trousers and the appropriate cap
