In case some people are wondering, Philippine Navy officers have started to use dress blues similar to that of other Western nations. Sleeve insignia is similar to that of the US, with the star replaced by an 8-pointed sun rayonnant with an old Tagalog character (ka, which is shaped like an I) superimposed in it.

I think pictures of the dress blues are rare, but they can be found in pictures of the President on state occasions (she is usually accompanied by a Navy Captain in dress blues, or so I think).
