are number 2 and 3 "Air Chief Marshal" and 4 "Admiral of the fleet" Or is the rank occupied by a single person who can wear 3 variants (like the Governor General in Canada) ?

Number 2 is a Marshal of the Royal Brunei Air Force or something like that, sort of like the MRAF equivalent.
The Sultan wears five star ranks for all services.
The Crown Prince wears four star ranks for all services.
