Iraqi Kurdish gendarmerie (Zeravani)

Canadian special warfare operators have been training the Zeravani against Daesh, so were written about in our national English-language newsmagazine, MACLEAN'S. This pic appeared, identifying the officer as a colonel but I'm pretty sure he's a lieutenant-colonel. Note that the eagle is in a different place than in either the peshmerga or Iraqi Army insignia.

You're more then likely right. It often seems to happen with hyphenated titles and / or when they get translated.

Yes, they often call the "lieutenant colonel" as just a "colonel" (same as "commander" instead of "lieutenant commander"). Same system was normal for the Russian Imperial Army, when "podpolkovnik" (the lieutenant colonel) was called as a "polkovnik" (the colonel). Just a historical tradition)
