For the Officer Blue uniform: the collar insignia is that of a Lieutenant Commander, while the sleeve insignia is that of an Ensign.

Towards the end of the war new cuff ranks were introduced for each of the three classes of officer rank.
A single narrow gold strip without curl and one, two or three blossoms.
Two narrow gold stripes without curl and one, two or three blossoms.
Three narrow gold stripes without curl and one, two or three blossoms.

Same system as they used before, when number of stripes indicated the officer's category, and number of stars (in this case sakura blossoms) - the rank within the category: 1 stripe for company officers (2nd Lt = 1 star, 1st Lt = 2 stars, Capt = 3 stars), 2 stripes for field officers (Major = 1 star, Lt-Col = 2 stars, Colonel = 3 stars) and 3 stripes for generals (Maj-Gen = 1 star, Lt-Gen = 2 star, General = 3 stars).

As of 1 November 1942, the Engineering Branch of the IJN was incorporated into the ranks of line personnel, meaning the purple engineering corps insignia was no longer used. Also, the NCO ranks were changed:

Petty Officer 3rd Class became Petty Officer 2nd Class
Petty Officer 2nd Class became Petty Officer 1st Class
Petty Officer 1st Class became Chief Petty Officer

In 1943 (either 1 May or 1 November), the blue uniforms went to the 'stripe-and-star' sleeve insignia.
