These are unusual ranks:

Reserve Sergeant Major (R.S.M.) 1 Second Lieutenant Star, the same as Circle Inspector

Reserve Sergeant (R.S.) 2 JCO Stars, the same as Sub-Inspector

Also: In most Indian police departments, an Inspector would have 3 JCO stars.

Note also: Village Police (Choukidar)

Further information: "Enquiries revealed that the confusion may have been caused by the term “sergeant major” used by the Election Commission in its orders. This term, used by the British, is considered equivalent to the rank of an ASI. Sources said sergeant major was used in some states like Bihar, but not in Punjab." http://www.tribuneindia.com/2007/20070116/punjab1.htm
