Provisional Government created special insignia for voluntary battalions, which complemented the old shoulder marks rank insignia.
New insignia was on sleeves.

Right - company commander, practically used variant.)

There is an opinion that the Provisional Government considered shoulder marks as a symbol of tyranny and planned to replace everywhere in the future them with sleeves insignia as they made in fleet.
