Based on the page you linked, it would seem to be that the lack of commissaire (as a separate group) is simply due to the organisation: the largest division was the Groupe which was headed by a Commandant. All groups within a given region where placed under the authority of a Commandant Régionale. Based on the uniform section of the same site, the various ranks of commandants are explicitly said to wear the same uniforms (but not badges) as commissaires.
Incidently, there was a dedicated directorate to the GMR within the Direction Générale de la Police Nationale composed of a Directeur, 2 Sous-Directeurs & 6 Chefs de Section altough they, like the Commandant Régionale, appear to have been titles of functions as the directeur was actually a colonel (later general) of the land army.
