I found on these Forum pages the following massage, sent by Ilek

"Rank insignia at the Rescue Service in Finland:

http://pelastustoimi.net/arkisto/maaray ... nukset.pdf

The explanation are given i Finnish and Swedish."

And here is some more, the rank insignia used in the Rovaniemi City Fire department

http://www.rovaniemi.fi/?deptid=1977

I Try to translate them...
from top:
Chief of Fire Department
Chief Fire Inspector
Master Firecontrol Officer
Firefighter foreman
Senior Firefighter
Firefighter

The shield (here in the example en empty one) is always the municipal coat of arms. You can peek at them here: http://www.ngw.nl/int/fin/finland.htm
Nice job!

I'll continue seaching info about the customs service and prison officials
