Civil servants grade insignia on the uniform of 1939/40 was in the form of "horseshoes" worn on the left lower sleeve.

Ranggruppe I was the top group. Stars according to pay grade.

4 stars = Reichsminister and equivalent
3 stars = paygrade B3a
2 stars = paygrade B3b and 4
1 star = paygrade B5 and B6
0 star = paygrade B7a to B9

Typical civil service grades
4 stars = Reichsminister, Reichskommissar
3 stars = Staatssekretär
2 stars = -
1 star = Ministerialdirektor
0 star = Ministerialdirigent

Those civil servants having the right to wear a party uniform or the uniform of a party organization were obliged to wear it instead of the civil service uniform. Ordnungspolizei and Sicherheitspolizei of course wore their respective uniforms.

In the regulations of 1940, only the general outline of the "horse shoe" is determined. Concerning the number of stars, the regulation says that "gradation is reserved" [presumably for the future].

If Mollo is right, the number of stars would be something like this:
3 stars = Regierungsamtmann
2 stars = Regierungsoberinspektor
1 star = Regierungsinspektor
0 stars = ?

Which leaves the Mittlere and Einfache dienst (middle and lower civil service careers) without rank insignia.

In the Foreign Ministry the rules for the rank insignia were delegated to Ribbentrop, and in his ministry there were uniforms and rank insignia even for the lowest career, although I have no detailed information about them.

Military equivalents
In the army the Wehrmachtbeamte had the following euqivalent ranks:

Ministerialdirektor = Generalleutnant
Ministerialdirigent = Generalmajor
Ministerialrat = Oberst
Regierungsdirektor = Oberst
Oberregierungsrat = Oberstleutnant

Regierungsrat [with 3 years in the grade] = Major
Regierungsrat [with less than 3 years in grade] = Hauptmann
Amtsrat = Major
Regierungsamtmann =
[with 3 years in the grade] = Major
Regierungsamtmann [with less than 3 years in grade] = Hauptmann
Regierungsoberinspektor = Hauptmann
Regierungsinspektor = Oberleutnant

Hi Luke2,

Perhaps you can answer an question I have after viewing this thread.

I've seen several pictures of Roland Freisler wearing what appears to be a double breasted black officer's tunic and a brocade belt with what appears to be a three or four star minister's horseshoe insignia on his sleeve, can you clarify what rank he held, and if there are any clear photos of this type of uniform?

Roland Freisler was Präsident des Volksgerichtshof (President of the People's Court), which belonged to paygrade B3a.

Hence he would have had 3 stars, as the picture denote.
