Russia: Uniform for civilan personnell in Ministry of Defens

Presently only for civilans of the central organization in Moscow, but eventually all civilan personnell of the Ministry of Defense.
Rank insignia will have white stars instead of yellow, denoting class rank - Классные чины - (civil service grade).
