So I recently discovered that many states issue staff identification badges for their National Guard commands. They are very difficult to find, I was able to find picture of the Texas version.
For the most part they are similar to the federal Joint Staff and Army Staff Identification Badges, with a little bit of state specific flair.
There are pictured on the second to last page of this regulation

For National Guardsmen, these are probably only authorized for wear, when operating in a non-Federal status.
