Pardon my ignorance, but since when did the fire brigade issue firearms?

The Paris Fire Brigade is a part of the French Army's engineer branch and as such they are trained in the use of small arms and light weapons. Monaco has a similar set up with their fire service.

It's actually an interesting story, when Napoleon was Emperor of France one of his palaces in Paris went on fire and there was no organized fire service so he dictated that the French Army's engineer branch will also perform firefighting duties within Paris and I guess they do a good job and nobody has bothered to change it.
