These medals are identical to the Civil Decoration for Long Service in the Administration posted here:

The difference being the colours of the ribbon, I have encountered 3 different ribbon styles with both thick and thin center stripes.
This 1st class Cross has a thick center with a darker green than is usually encountered

3rd class Medal with the thick center stripe but out of material similar to the last 2 but with yet a 3rd shade of green.
