The shoulder boards worn by the Philippine Navy officers does not bear the Pilipinas (Philippines) lettering (http://www.gov.ph/images/uploads/040111_RL-1.jpg).
As for the Admiral's shoulder board, in lieu of the AFP's insignia, it has in its place what appears to be the Philippine Navy Sea lion superimposed on an anchor (http://www.emb.gov.ph/portal/portals/6/Images/gallery/EMB%20Best%20Environmental%20Navy/IMG_3457.JPG).
And because this is Hypothetical, I took some liberties in creating them, though I am also working on the Admiral's shoulder boards to make them resemble their real life counterpart a bit more.
