This chart is found omn the site of the INTERNATIONAL POLICE ASSOCIATION SLOVENIAN SECTION.
But what is it? IT DOESN'T LOOK LIKE SLOVENIAN POLICE INSIGNIA. :?:

Perhaps it could be an older version? From when it was under communism or something.
Or was it part of Yougoslavia in that era?

okay, I tried my best and couldn't come up with enything, but an educated guess :-( well, since paznik = guard, watchmen in Romanian and is a term of Slavonic origin, my guess is that "nazivov paznikov" would mean something like local guard, local police or town watch ... perhaps, some speaker of Slavic language could make a close guess ... I hope
